Denmark Secures €46.8 Million Loan to Boost Defence Projects

The European Council’s resolution gives Denmark a loan of up to €46.8 million under the SAFE programme to fund defence projects, with an immediate €7 million prepayment.

Defence

The European Council has decided to give Denmark a loan under the Security Action for Europe (SAFE) programme, which is part of Regulation (EU) 2025/1106.

Background

  • The Commission invited Member States to show interest in the SAFE loan instrument and asked them to give indicative maximum and minimum loan amounts.
  • By 29 August 2025, 19 Member States had expressed interest.
  • On 9 September 2025 the Commission announced tentative loan amounts for each country.
  • Denmark submitted its request on 28 November 2025, together with a defence‑industry investment plan.
  • The Commission reviewed the request and found that it meets all the conditions of the regulation, including that the planned projects will use common or single procurement procedures, will speed up the defence industry’s adaptation, and will ensure interoperability.
  • The Commission also confirmed that Denmark’s plan complies with procurement rules and that the loan will be used fairly, in line with solidarity, proportionality and transparency.

Decision

  • Denmark’s request is accepted.
  • The Council will make available to Denmark a loan of up to €46,796,822.00.
  • A pre‑financing payment of €7,019,523.30 will be provided immediately.
  • The decision is addressed to the Kingdom of Denmark and is made in Brussels on 15 January 2026.

The decision is made under Regulation (EU) 2025/1106 and does not affect other EU rules on financial assistance.
