Council Implementing Decision – Financial Assistance for Greece

  • The European Council has decided to give Greece financial help under the Security Action for Europe (SAFE) program, specifically the Reinforcement of the European Defence Industry Instrument (Regulation (EU) 2025/1106).
  • Greece’s request, submitted on 28 November 2025, was found to meet all the conditions of the regulation.
  • The Council will provide Greece with a loan of up to EUR 787,669,283.00.
  • An initial pre‑financing payment of EUR 118,150,392.45 will be made immediately.
  • The decision is addressed to the Hellenic Republic and follows the Commission’s assessment that Greece’s defence industry plan complies with the required rules and objectives of the SAFE instrument.
