Poland’s €43.7 billion loan request to boost its defence industry

The EU Commission wants the Council to approve a loan of about €43.7 billion for Poland under the SAFE defence programme, with a pre‑financing payment of about €6.6 billion.

The European Commission proposed a Council decision that will give Poland a loan under the Security Action for Europe (SAFE) programme.

  • The SAFE programme is part of Regulation (EU) 2025/1106, which supports the European defence industry.
  • In a call for interest, 19 member states asked for assistance; Poland submitted its request on 29 November 2025.
  • The Commission reviewed the request and found it meets all conditions of Regulation (EU) 2025/1106, including the need for common procurement and compliance with procurement rules.
  • The Council decision will make available to Poland a loan of up to EUR 43 734 100 805.00.
  • The Commission will provide a pre‑financing payment of EUR 6 560 115 120.75.
  • The decision is addressed to the Republic of Poland and follows several EU regulations on budget rules, solidarity, and financial protection.
