Greece Receives €787 Million Defense Loan

The Council’s resolution lets Greece borrow up to €787 million from the EU’s SAFE program to boost its defense industry, with an initial €118 million already paid out.

Council Decision on Financial Assistance for Greece (Regulation EU 2025/1106)

  • Date & Context – Brussels, 26 January 2026. The Council adopts a decision to make the Security Action for Europe (SAFE) loan available to Greece under Regulation EU 2025/1106.

  • Background

  • The Commission invited Member States to express interest in the SAFE loan. By 29 August 2025, 19 states had shown interest.

  • On 9 September 2025 the Commission announced tentative loan amounts for each interested state.

  • Greece submitted its request on 28 November 2025, together with a defence‑industry investment plan.

  • The Commission reviewed the request and found it meets all conditions of Regulation EU 2025/1106, including the requirements for common procurement, speed‑up of defence industry adjustments, and compliance with procurement rules.

  • Decision

  1. Greece’s request satisfies the Regulation’s conditions.
  2. The Union will provide Greece with a loan of up to EUR 787,669,283.00.
  3. The Commission will make an initial pre‑financing payment of EUR 118,150,392.45 available to Greece.
  4. The decision is addressed to the Hellenic Republic.
  • Legal Basis – The decision is based on Regulation EU 2025/1106 and other EU rules on budgetary and economic coordination.

  • Implementation – The loan will be granted under the terms set out in the Regulation, ensuring protection of the Union’s financial interests.
