Finland Gets €1 Billion to Strengthen Its Defence Industry

The EU Council passed a resolution giving Finland a €1 billion loan to strengthen its defence industry and make buying and working with other EU countries easier.

Defence

The Council of the European Union has decided to give Finland a loan of up to €1 billion under the Security Action for Europe (SAFE) programme, which supports the European defence industry.

Finland submitted a request on 28 November 2025, including a defence‑industry investment plan that met all the conditions of Regulation (EU) 2025/1106. The Commission confirmed that the request satisfies the rules on loan eligibility, procurement, and compliance with EU financial safeguards.

The loan will be made available by the Commission and is intended to help Finland strengthen its defence industry, improve procurement efficiency, and ensure interoperability across the EU. The decision is addressed to the Republic of Finland and was adopted in Brussels on 26 January 2026.
