Romania Receives €16.68 Billion Loan to Boost Its Defence Industry

Summary

The European Council has decided to give Romania a loan under the Security Action for Europe (SAFE) program, specifically the Reinforcement of the European Defence Industry Instrument. The loan is up to €16,680,055,394.00 and will be made available in a pre‑financing payment of €2,502,008,309.10.

The decision follows the European Commission’s assessment that Romania’s request, submitted on 28 November 2025, meets all the conditions of Regulation (EU) 2025/1106. The Commission had earlier called for interest from Member States (19 states expressed interest by 29 August 2025) and notified tentative loan amounts on 9 September 2025.

The Council’s decision, adopted on 15 January 2026, is addressed to Romania and is made in accordance with Regulation (EU) 2025/1106 and other relevant EU regulations (e.g., Regulation (EU) 2024/1263, Council Regulation (EC) No 1467/97, Regulation (EU, Euratom) 2024/2509, and Regulation (EU, Euratom) 2020/2092).
