Spain Gets €1 Billion Security Loan

Goal: Support EU defense.

This resolution approves Spain’s request for a €1 billion loan under the SAFE programme, letting the EU give the money to help Spain invest in its defence industry.

Council Implementing Decision – Spain receives financial assistance under Regulation (EU) 2025/1106

  • The European Commission opened a call for Member States to express interest in the “Security Action for Europe” (SAFE) loan programme.

  • By 29 August 2025, 19 Member States had shown interest.

  • On 9 September 2025 the Commission sent each state a tentative loan amount.

  • Spain submitted its request on 28 November 2025, together with a defence‑industry investment plan.

  • The Commission reviewed the request and found it meets all conditions of Regulation (EU) 2025/1106, especially Articles 4, 7(2) and 16.

  • The Commission confirmed compliance under Article 8(3) and considered Spain’s financial needs and solidarity with other Member States under Article 8(5).

Decision

  1. Spain’s request is accepted.
  2. Spain is granted a loan of up to EUR 1 000 000 000.00.
  3. The Commission will make the loan available to Spain.
  4. The decision is addressed to the Kingdom of Spain.

The decision is final, adopted by the Council of the European Union, and does not affect other existing EU regulations.
