The European Union and Japan have agreed to let Japan join the EU’s Horizon Europe research programme (2021‑2027) as an associated country. The deal, signed on 20 March 2026, will take effect provisionally from 1 January 2026 and will allow Japanese researchers and companies to apply for Horizon Europe calls, especially in Pillar II “Global Challenges and European Industrial Competitiveness”. Japan will pay an annual operational contribution of €6 873 493 in 2026 (including a €68 734,93 contingency reserve) and €7 100 000 in 2027, plus a participation fee of 3 % in 2026 and 4 % in 2027. The agreement includes a “automatic correction” mechanism that adjusts Japan’s contribution if the amount of competitive grants awarded to Japanese entities exceeds the agreed level. Japan will not have decision‑making power in Horizon Europe governance, but its representatives may observe committees and participate in joint research partnerships. The agreement also sets out rules for financial management, anti‑fraud measures, recovery of unpaid funds, and cooperation on criminal investigations that affect EU financial interests. Japan’s strong research capacity—spending 3.44 % of GDP on R&D in 2023, ranking third worldwide in R&D expenditure, third largest in patent applications, and 12th in the 2025 Global Innovation Index—makes it a valuable partner for EU research and innovation. The deal is consistent with EU policies on openness, sustainability, and security, and it builds on earlier EU‑Japan science and technology agreements.
