The EU and Japan have agreed that Japan can join the Horizon Europe research program as an associated country, letting Japanese researchers apply for funding while paying a yearly fee and following rules on money and fraud.
The European Union and Japan have agreed to let Japan join the EUâs Horizon Europe research programme (2021â2027) as an associated country. The deal, signed on 20 March 2026, will take effect provisionally from 1 January 2026 and will allow Japanese researchers and companies to apply for Horizon Europe calls, especially in Pillar II âGlobal Challenges and European Industrial Competitivenessâ. Japan will pay an annual operational contribution of âŹ6 873 493 in 2026 (including a âŹ68 734,93 contingency reserve) and âŹ7 100 000 in 2027, plus a participation fee of 3 % in 2026 and 4 % in 2027. The agreement includes a âautomatic correctionâ mechanism that adjusts Japanâs contribution if the amount of competitive grants awarded to Japanese entities exceeds the agreed level. Japan will not have decisionâmaking power in Horizon Europe governance, but its representatives may observe committees and participate in joint research partnerships. The agreement also sets out rules for financial management, antiâfraud measures, recovery of unpaid funds, and cooperation on criminal investigations that affect EU financial interests. Japanâs strong research capacityâspending 3.44 % of GDP on R&D in 2023, ranking third worldwide in R&D expenditure, third largest in patent applications, and 12th in the 2025 Global Innovation Indexâmakes it a valuable partner for EU research and innovation. The deal is consistent with EU policies on openness, sustainability, and security, and it builds on earlier EUâJapan science and technology agreements.
