The European Parliament passed a resolution adding a Ukraine Support Loan to the Ukraine Facility, using Russia’s reparations to help Ukraine’s economy, defence and reforms, and changing how borrowing subsidies and loan updates are handled.
European Parliament adopts changes to the Ukraine Facility (2024‑2029)
- On 11 Feb 2026 the Parliament approved a new position that amends Regulation (EU) 2024/792, which created the Ukraine Facility.
- The amendment adds a “Ukraine Support Loan” for 2026‑2027 that will be repaid from reparations owed by Russia.
- The new loan is an additional financial support that will be used through the Ukraine Facility to help Ukraine’s economy, defence industry, and reforms.
- The amendment also changes how borrowing‑cost subsidies are handled and how the loan agreement will be updated after the Council’s implementing decision.
- The updated regulation will take effect the day after it is published in the Official Journal of the EU and will apply to all Member States.
- The Parliament calls on the Commission to bring the proposal back if it makes major changes and instructs its President to send the position to the Council, the Commission and national parliaments.
