How the EU Works

The EU makes laws through a shared process between its main institutions. Each has a clear role, and they balance each other.

European Parliament

Elected by EU citizens. Debates, amends, and votes on laws.

Ministers from EU countries. Negotiates and approves laws together with Parliament.

Proposes new laws and makes sure EU rules are applied.

Ensures EU law is interpreted the same in all countries.

In short: the Commission proposes, Parliament and the Council decide, and the Court ensures the rules are followed.
