Goal: Make foreign aid work better

On March 10, 2026 the European Parliament adopted a resolution asking the Commission to tweak a rule that makes the EU’s external aid guarantees work better, and told the Commission to send it back if they make major changes.

On 10 March 2026 the European Parliament adopted its position on the Commission’s proposal COM(2025)0262 (C10‑0107/2025) to amend Regulation (EU) 2021/947 for a more efficient External Action Guarantee. The Parliament considered the proposal, the Treaty articles 294(2), 209, 212, 294(3) and 294(4), the provisional agreement approved under Rule 75(4), the letter from the Council representative dated 4 February 2026, Rule 60, the joint deliberations of the Committee on Foreign Affairs and the Committee on Development under Rule 59, and the report A10‑0221/2025. It adopted its position at first reading, asked the Commission to bring the matter back to Parliament if it makes substantial changes, and instructed its President to forward the position to the Council, the Commission and national parliaments.
