EU Seeks Safer, Cleaner Cars and Trucks in Global Rules

This decision is the EU’s vote to back a large bundle of new and updated car rules at the 198th UNECE meeting, so EU car laws stay in line with worldwide standards and help make cars safer, smarter, and cleaner.

The European Commission proposes a Council Decision that sets the EU’s position for the 198th session of the UNECE World Forum for Harmonisation of Vehicle Regulations (WP.29), scheduled 10‑13 March 2026. The decision will be adopted on 12 February 2026 (COM(2026) 87 final).

  1. Purpose
    • The EU will vote in favour of a large package of proposed changes to UN vehicle regulations and a few new regulations.
    • The aim is to keep EU vehicle rules in line with international standards, support the internal market, and promote safety, automation and emissions reductions.

    • The EU is a party to two key agreements: the Revised 1958 Agreement (effective 24 March 1998) and the Parallel Agreement (effective 15 February 2000).
    • WP.29 meets three times a year and can adopt new regulations, amendments, and resolutions under these agreements.

  3. Proposals to be supported
    Modifications to UN regulations 10, 13, 13‑H, 39, 40, 41, 48, 49, 79, 83, 107, 130, 140, 148, 149, 154, 168 and 177.
    New regulations:
    – 179: Laboratory measurement of brake emissions for light‑duty vehicles
    – 180: On‑board monitoring (OBM) systems, environmental vehicle passport (EVP) and in‑vehicle display of environmental data
    – 181: Engine fire suppression systems
    – 182: Driver drowsiness and attention warning system
    – 183: Advanced driver distraction warning system
    Amendments to the 1958 Agreement (Schedule 2) and to the consolidated resolution on light‑source categories (resolution 12).
    Authorization for Phase 3 of the informal working group on electric‑vehicle safety.

  4. Legal basis
    • Procedural: Article 218(9) TFEU – the Council decides the EU’s position on behalf of the Union in an international body.
    • Substantive: Article 114 TFEU – the decision is aimed at harmonising laws and ensuring the internal market.

  5. Outcome
    • The Council Decision will enter into force on the day it is adopted.
    • The decision will be published in the Official Journal of the European Union.
    • The EU’s vote will support the proposed amendments and new regulations, helping to keep EU vehicle rules consistent with global standards and to promote safety, automation, and lower emissions.
