Albania Joins the International Court Decision Treaty

Goal: Make foreign judgments easier
The European Parliament adopted a resolution welcoming Albania into the Judgments Convention, a treaty that makes it easier and faster to enforce court decisions across borders, and it tells the Commission and Council to take the next steps.
The European Parliament has adopted a resolution on 12 February 2026 to welcome Albania’s accession to the 2 July 2019 Convention on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters (the “Judgments Convention”). Albania deposited its ratification on 13 February 2025, and the Convention will become effective for Albania on 1 March 2026. The resolution notes that the Convention, part of the Hague Conference on Private International Law, helps parties in cross‑border civil and commercial cases by making it easier and faster to enforce judgments abroad, reducing costs and legal uncertainty. The EU, which joined the Hague Conference on 3 April 2007, will now have treaty relations with Albania under the Convention. The Parliament welcomes the Commission’s positive assessment, supports Albania’s accession, and reminds that the EU’s internal procedure under Article 218(6) of the TFEU must still be followed. It instructs the President to send the resolution to the Commission and the Council.
