Montenegro joins international agreement on cross-border court decisions

The European Parliament adopted a resolution welcoming Montenegro’s joining of the 2019 Convention on foreign judgments, noting it will create treaty ties with the EU, and instructing the Parliament’s President to forward it to the Commission and Council.
The European Parliament adopted a resolution on 12 February 2026 that welcomes Montenegro’s decision to join the 2 July 2019 Convention on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters. Montenegro deposited its ratification on 21 February 2025, and the Convention will take effect for Montenegro on 1 March 2026. The resolution supports the accession, notes that it will create treaty relations between the EU and Montenegro, and reminds that the EU’s internal procedures (Article 218 of the EU treaty) must still be followed. It instructs the Parliament’s President to forward the resolution to the European Commission and the Council.
