Croatia Receives €1.7 Billion to Strengthen Its Defence Industry

The European Council’s resolution gives Croatia up to €1.7 billion in loans under the SAFE programme to support its defence industry, with an immediate €255 million pre‑payment.
Council decision on financial help for Croatia
The European Council has decided to give Croatia financial assistance under the “Security Action for Europe” (SAFE) programme, which supports the European defence industry.
- Background – In May 2025 the Council adopted Regulation (EU) 2025/1106, creating the SAFE instrument. By 29 August 2025, 19 member states had shown interest in receiving aid. The Commission announced tentative loan amounts on 9 September 2025.
- Croatia’s request – On 28 November 2025 Croatia submitted a request and a defence‑industry investment plan. The Commission examined the request and found it meets all conditions of the regulation, including the need for common procurement, speed of delivery, and compliance with procurement rules.
- Decision – The Council confirms that Croatia’s request satisfies the regulation.
- Loan amount – Up to €1 700 000 000 will be made available to Croatia.
- Pre‑financing – An initial payment of €255 000 000 will be released immediately.
- The decision is addressed to the Republic of Croatia and is made without prejudice to other EU rules and procedures.
The decision is signed by the Council President in Brussels on 15 January 2026.
