Goal: Harmonize detergent regulations.

The European Parliament adopted a resolution on detergents that will replace the old rule, with the Parliament and the Council signing it, and it will be published and shared with other EU bodies.

On 22 January 2026 in Strasbourg, the European Parliament adopted a resolution on detergents and surfactants. The Parliament agreed with the Council’s first‑reading position (12331/1/2025 – C10‑0344/2025) and with its own first‑reading position on the Commission’s proposal (COM(2023)0217). It also considered the European Economic and Social Committee’s opinion from 12 July 2023.

Key points of the resolution:

  1. The Parliament accepts the Council’s position.
  2. The act will be adopted in line with that position.
  3. The Parliament’s President will sign the act together with the President of the Council, following Article 297(1) of the Treaty on the Functioning of the European Union.
  4. The Parliament’s Secretary‑General will sign the act after confirming all procedures are complete and will arrange for its publication in the Official Journal of the European Union.
  5. The Parliament’s President will send its position to the Council, the Commission, and national parliaments.

The resolution is part of the ordinary legislative procedure (second reading) and will replace Regulation (EC) No 648/2004.
